Sixth Meeting of the National Innovation Council

The sixth meeting of the National Innovation Council (NInC) was held on 30th May 2012 at the Planning Commission, to review the progress of various initiatives since the last meeting and outline the agenda for action for the future.

  1. Chairman, NInC opened the meeting and gave a brief update on the core activities of the Council:

    • He informed the Council that NInC has been awarded the Hermes Awards 2012 for being the ‘best humanistic policy of innovation’ by the European Institute for Creative Studies and Innovation in Paris. He also underlined that three Indian innovations figured in the awards including Aravind Eye Care and Honey Bee Network.
    • He stated that the ‘One MP One Idea’ proposed by NInC has been approved by the Ministry of Statistics and Programme Implementation (MoSPI) under the MPLADS Scheme. The One MP - One Idea competition will select the 3 best innovations in the constituency and offer them cash awards of Rs. 2.5 Lakhs, Rs. 1.5 lakhs and Rs. 1 lakh respectively. The Lok Sabha has agreed to the scheme while Rajya Sabha is still examining it.
    • He informed that the Scheme for announcing fellowships for promoting innovation at the school level (Classes 11th and 12th) has been approved by the Ministry of Human Resource Development (MHRD).
    • He stated that 24 Sectoral Innovation Councils and 22 State Innovation Councils have been set up but the progress is still not adequate and he urged the National Innovation Council members to push this agenda from their end.
    • Dr Kasturirangan proposed that he could take up Karnataka to drive the State Innovation Council. Chairman, NInC also requested CII and FICCI to drive the Sectoral Innovation Councils by leveraging domain experts.
    • He commended the effort on Innovations Clusters but pointed out that the University Innovation Clusters initiative has not progressed much and there is a need to focus on this.
    • He also informed the Council that the India Inclusive innovation Fund effort was going well and the aim was to announce the first close with a corpus of Rs 500 crore by July-August 2012.
    • He also spoke about the Challenge posed by the Council on getting proposals from the public for reducing drudgery and the responses received.
    • He informed the Council that effort was underway to drive innovation at Science Museums and 7 pilos museums have been chosen for this purpose.
    • He stated that work is underway on drafting an Innovation policy and an Entrepreneurship Policy.
    • He also spoke about the preparations for the Second Global Innovation Roundtable focused on inclusive innovation planned for November 2012.
  2. Mr Gopalakrishnan, Member Secretary, NInC, gave an update on the Design Innovation Centres. The proposal submitted by NInC to MHRD on setting up 20 Design Innovation centres co-located in institutes of national importance; setting up an Open School of Design and an institution for facilitating training of trainers has been forwarded for inclusion in the 12th Five Year Plan.
  3. Mr Samir Mitra, senior Consultant gave an update on the pilot phase of the Innovation Cluster Initiative and emphasised the need to focus on a scale up plan. He highlighted the progress made in 8 pilot clusters (6 industry and 2 university) and proposed scaling up this effort to 100 clusters in 2012-13 and 500 clusters in 2013-14. A draft strategy note for the scale up was presented to the Council and approved. For scale up to 100 clusters it has been proposed that lead partners be identified to drive this effort from R&D/ Academic institutions; line Ministries; State Governments; Sectoral industry bodies. Currently, effort is underway to engage CSIR and Ministry of Textiles as lead partners. A note on engaging CSIR as the lead partner has been submitted for approval.
  4. On taking the University Innovation Clusters forward Mr Mitra proposed the setting up of a NInC sub group.
  5. Mr Samir Mitra also proposed the idea of creating a ‘Tor For Jod’ centre in schools to drive innovation, with pilots starting in Delhi and Vadodara. It was agreed to initiate the pilots, but, also identify a mechanism for scale up beyond the pilots, at the earliest.
  6. Mr Gopalakrishnan, Member Secretary, NInC informed the Council about the innovation fellowship scheme which has been approved by the MHRD. He said that the Ministry has approved the awarding of 2000 innovation fellowships each year to reward students who think innovatively and creatively. This may be scaled up to include colleges.
  7. The Member Secretary also gave an update on the proposal for setting up a Meta  University which has been approved by MHRD.  While the Ministry is looking to work on a clustering approach by locating the group of Universities in places such as Delhi, Pune etc, NInC is focused on engaging with the Ministry to make the Meta University model a more all encompassing one which can leverage NKN’s connectivity.
  8. A brief concept was shared on creating innovation spaces at Science Museums across the country. 7 pilots will be initiated in museums at various locations in the country. This initiative is being done in collaboration with  the National council of Science Museums, National Museum of Natural History and the Vikram Sarabhai Science Centre.
  9. A proposal submitted by Mr Shekhar Kapur on setting up a Media Innovation Group was presented. The Group would aim to provide inputs on how new media could be leveraged to drive innovation and how new media innovation ecosystem – enabled by pervasive internet access – could emerge, as a basis for a democratised influence economy. The Group will be lead by Mr Kapur and Mr Kiran Karnik and will include key experts. The group will hold three workshops to distil its views and then present a Roadmap document to the Council.
  10. Presentations were made by the representatives of the Vadodara Innovation council on their work as the first City Innovation Council and their initiatives on innovation in schools; Dr.S Ayyappan, Director Genral, ICAR on potential technologies for Agri enterprises; Dr. Manas Mandal, Dircetor, Defence Institute of Psychological Research (DIPR) on innovative defense R&D for societal applications.
  11. Mr Arun Maira proposed that he has worked on a set of capabilities/ tools which could be offered in different scenarios to ensure a focus on collaboration and implementation. Mr Maira will send his note to the members detailing this effort.
  12. A presentation was made on the proposed India Grand Challenges but Dr Mashelkar pointed out that there was a need to define these challenges to make them more aspirational and focused. It was agreed to get the Council members’ inputs on the Grand Challenges in a week’s time.
